Image: Triconti ECC<\/figcaption><\/figure>\n\n\n\n<p>By\u00a0<a href=\"https:\/\/www.eco-business.com\/about\/profile\/8852\/\">Hannah Alcoseba Fernandez<\/a> March 30, 2021<\/p>\n\n\n\n<p>As the Philippines builds&nbsp;its offshore wind potential, its developers are&nbsp;looking to its Asian counterparts for which policies to push as well as avoid to successfully drive the sector\u2019s growth in the archipelago.&nbsp;<\/p>\n\n\n\n<p>Triconti ECC, an alliance between Filipino, German and Swiss clean energy private sector&nbsp;experts, has been doing pre-feasibility studies since it was&nbsp;<a href=\"https:\/\/renews.biz\/59396\/philippines-takes-first-offshore-wind-steps\/\" target=\"_blank\" rel=\"noreferrer noopener\">awarded<\/a>&nbsp;the rights to develop wind farms off the coast of the Southeast Asian nation in March 2020.&nbsp;Wind farms with a&nbsp;combined maximum capacity of about 1.2 gigawatts (GW)&nbsp;are&nbsp;being&nbsp;earmarked for development&nbsp;in the internal waterways of Aparri Bay in the north of the country and Guimaras Strait in central Philippines, avoiding the main typhoon path of the natural disaster-prone country.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img src=\"https:\/\/eco-business.imgix.net\/ebmedia\/fileuploads\/Bay_Floating_Solar_-_Basketball_Court_Background.jpg?fit=crop&amp;h=200&amp;ixlib=django-1.2.0&amp;w=300\" alt=\"\"\/><\/figure>\n\n\n\n<h4><a href=\"https:\/\/www.eco-business.com\/category\/energy\/\">ENERGY<\/a><\/h4>\n\n\n\n<h1><a>How the Philippines can lead in floating solar technology in Asia<\/a><\/h1>\n\n\n\n<p><a href=\"https:\/\/www.eco-business.com\/news\/how-the-philippines-can-lead-in-floating-solar-technology-in-asia\/\">&nbsp;Read now<\/a><\/p>\n\n\n\n<p>Like its&nbsp;Asian neighbours Taiwan, Vietnam, Japan, South Korea, India, and&nbsp;China; the Philippines is ramping up floating wind,&nbsp;turbines fixed to tethered structures that float,&nbsp;to&nbsp;meet its soaring energy demand and&nbsp;reach its climate targets.<\/p>\n\n\n\n<p>The country\u2019s department of energy estimates that an&nbsp;<a href=\"https:\/\/www.doe.gov.ph\/electric-power\/power-development-plan-2017-2040?ckattempt=1\" target=\"_blank\" rel=\"noreferrer noopener\">additional<\/a>&nbsp;43.7GW of new power capacity will be needed by 2040\u2014current peak demand is&nbsp;<a href=\"https:\/\/www.doe.gov.ph\/electric-power\" target=\"_blank\" rel=\"noreferrer noopener\">estimated<\/a>&nbsp;to be 15.6GW. &nbsp;The government is aiming to&nbsp;<a href=\"https:\/\/businessmirror.com.ph\/2020\/11\/17\/nreb-sticks-to-35-re-goal-in-power-generation-mix-by-2030\/\" target=\"_blank\" rel=\"noreferrer noopener\">achieve<\/a>&nbsp;35 per cent clean energy in the power generation mix by 2030, with&nbsp;<a href=\"https:\/\/www.doe.gov.ph\/national-renewable-energy-program?ckattempt=1\" target=\"_blank\" rel=\"noreferrer noopener\">over 2GW<\/a>&nbsp;expected from the wind sector.<\/p>\n\n\n\n<p>The Philippines&nbsp;is one of the eight global emerging markets which could fast-track its floating wind projects&nbsp;with the&nbsp;potential&nbsp;to produce&nbsp;160GW in offshore areas within 200 kilometres of its coast, according to a&nbsp;<a href=\"http:\/\/documents1.worldbank.org\/curated\/en\/716891572457609829\/pdf\/Going-Global-Expanding-Offshore-Wind-To-Emerging-Markets.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">report<\/a>&nbsp;released by the World Bank in 2019.&nbsp;<\/p>\n\n\n\n<blockquote class=\"wp-block-quote\"><p>[Foreign] developers have interest in the Philippines because they want to come up with synergies across the region for the next decade. We can take advantage of the economies of scale by bringing these supply chains here in our country.&nbsp;<\/p><p>Theo Sunico, vice-president for operations,Triconti ECC<\/p><\/blockquote>\n\n\n\n<p>Unlike other countries in the region, the Philippines still does not have the capability to build its own wind turbines, resorting to importing the technology from European companies.&nbsp;<\/p>\n\n\n\n<p>\u201cThis is actually to our advantage,\u201d said Theo Sunico, vice-president for operations of Triconti ECC. \u201cIn Taiwan and India, they require developers to use a percentage of local equipment and services for the construction of their projects. This drives prices up since suppliers are not yet geared to provide for all the demand.\u201d<\/p>\n\n\n\n<p>Such local content conditions elsewhere in Asia&nbsp;become a hurdle for developers, prompting them to shift more business to the Philippines which doesn\u2019t have such requirements, Sunico told Eco-Business.<\/p>\n\n\n\n<p>Although the local industry does not always want to be dependent on international developers, the transfer of skills has to be&nbsp;gradual, said the Filipino wind energy developer.<img alt=\"world bank study floating wind\" src=\"https:\/\/eco-business.imgix.net\/ebmedia\/fileuploads\/Screen_Shot_2021-03-30_at_2.38.20_AM.png?auto=format&amp;dpr=2&amp;fit=max&amp;ixlib=django-1.2.0&amp;q=45&amp;w=680\"><\/p>\n\n\n\n<p>A 2019 World Bank study illustrates how at 160GW, the Philippines has one of highest floating wind potential among emerging countries surveyed. Source: World Bank&nbsp;<\/p>\n\n\n\n<p>Another advantage of importing technology is that the country does not have to start from scratch in attracting the same international developers constructing wind farms off the coasts of Taiwan, South Korea, Vietnam and Japan, he noted.<\/p>\n\n\n\n<p>\u201cThese developers have interest in the Philippines because they want to come up with synergies across the region for the next decade. We can take advantage of the economies of scale by bringing these supply chains here in our country,\u201d he said.<\/p>\n\n\n\n<p>Among Asian markets, China is an \u201coutlier\u201d as it has such a huge local demand that it does not need to worry about selling its offshore wind energy overseas, he added.&nbsp;<\/p>\n\n\n\n<h4>Unclear policies may hamper offshore wind spurt<\/h4>\n\n\n\n<p>While government announcements like the&nbsp;<a href=\"https:\/\/www.eco-business.com\/news\/philippines-announces-moratorium-on-new-coal-power\/\">coal moratorium<\/a>&nbsp;and the push for a 35 per cent clean energy&nbsp;target have encouraged the local clean energy industry, there is still no clear policy on how to achieve the country\u2019s renewable energy goals, Sunico said.<\/p>\n\n\n\n<p>\u201cTaiwanese, Vietnamese, South Korean and Japanese governments have been able to very clearly communicate policy directions in terms of how much renewable energy\u2014including offshore wind\u2014they want to build every year over the next decade. This is something that developers look for but it\u2019s something the Philipines does not have,\u201d he said.&nbsp;<\/p>\n\n\n\n<p>He cited a \u201cpolicy disconnect\u201d among regulators where&nbsp;power developers were made to bid for projects based on price rather than at how a particular clean energy technology could fit into the industry. As a result, imported fossil fuels still come out more competitive since their inflationary costs are hidden during the bidding process.<\/p>\n\n\n\n<p>However,&nbsp;wind industry players are hopeful about the Philippines\u2019 first renewable energy auction set to&nbsp;<a href=\"https:\/\/manilastandard.net\/business\/power-technology\/343415\/doe-prepares-for-green-energy-auction-in-june.html\" target=\"_blank\" rel=\"noreferrer noopener\">launch<\/a>&nbsp;in June. Called the&nbsp;Green Energy Auction programme, it is a competitive process for the procurement of renewable energy supply&nbsp;for an initial capacity of 2GW.&nbsp;<\/p>\n\n\n\n<p>But Sunico said wind developers still feared that the programme will have another&nbsp;price-based bidding, which will result to cheaper technology like solar energy winning the bulk of the contracts, with the risk of ending up with too much of one type of generation that does not actually address demand.&nbsp;<\/p>\n\n\n\n<p>He said local clean energy players like himself are batting for a \u201ctechnology-specific auction\u201d which would allow each technology to compete against similar projects so the market would reward the more efficient developers and the prices would benefit the consumers.<\/p>\n\n\n\n<p>\u201cWe are hopeful for the programme but we still don\u2019t have the market mechanisms. We want it to succeed but we\u2019re not sure how it will be implemented.
